In his State of the Nation Address last year, President Zuma announced 2011 as “the year of the job creation” through meaningful economic transformation and inclusive growth. As a structure designed to ensure policy coordination and alignment across the government on issues of economic development, employment and equity, the Economic Sectors and Employment Cluster is central to the implementation of this directive.

We welcome you to the Infrastructure Cluster briefing to share with you progress and to provide more detail on the work of the Cluster to fulfil its mandate of building an efficient, competitive and responsive economic infrastructure network.

In 2010, the ICTS Cluster signed the Delivery Agreement with the President to ensure implementation of Outcome 11 - “Creating a better South Africa and contributing to a better and safer Africa in a better world” and all its outputs. The implementation of this outcome will ensure that the lives of all South Africans are improved through enhanced trade and investment, regional economic integration, improved technical and scientific cooperation to enhance technology transfer and development in support of job creation, and at all times ensuring peace and stability.

During the delivery of the 2012 State of Nation Address, the President recommitted us all to building a South Africa which truly belongs to all who live in it and to create a conducive environment, free of crime and corruption for all to enjoy the hard earned freedoms and rights, enshrined in our Constitution. We are therefore mandated, as the JCPS Cluster, to deliver on our agreed commitment to ensure that all people in South Africa are and feel safe (Outcome 3).

Deputy President Kgalema Motlanthe will tomorrow, host the Presidential Infrastructure Coordinating Commission (PICC) Provincial and Local Government Conference as announced by President Jacob Zuma yesterday.

The purpose of the conference is to communicate further details of the PICC's Infrastructure Plan to key decision-makers and officials in the three spheres of government.

The conference will also discuss roles and responsibilities in the partnership between the spheres of government.
