A very good morning to you all, and welcome to this post-State of the Nation (SoNA) media briefing to articulate the delivery programme of the Infrastructure Development Cluster, as outlined by President Jacob Zuma on 10 February 2011.

The work of the Infrastructure Development Cluster emanates from Outcome 6: An Efficient, Competitive and Responsive Economic Infrastructure Network. On 29 October 2010, the Infrastructure Development Cluster Ministers signed their Delivery Agreement with President Zuma.

Thank you and welcome to the Social Protection and Community Development Cluster media briefing session. The purpose of this media briefing is to provide more details relating to the commitments emanating from the State of the Nation Address.

Introduction

The purpose of this media briefing is to provide more details on the pronouncements emanating from the State of the Nation Address (SONA) and to brief the nation on the plans of government for 2010.

Minister of Justice and Constitutional Developmen, Jeff Radebe

It was just over three months ago, on 24 October 2010 (also a Sunday), when the Justice, Crime Prevention and Security Cluster (JCPS) Ministers jointly signed the Delivery Agreement with the President. That signified the cluster’s undertaking to embark on a prioritized Programme of Action towards making South Africa safe for all and attractive to visitors and investors.

The South African government notes with pride the successful start to the COP17/CMP7 United Nations Climate Change Conference in Durban today, November 28 2011, and is confident that this has set the tone for the rest of this important international gathering.

Engagement between government and South Africa’s news media should be directed towards assisting the country’s continuing transition from apartheid to democracy and building national pride and self-belief, without stifling critical public debate.

Government and media also have to establish and sustain mutual trust and respect for the roles these institutions play in consolidating the democracy envisioned in the Constitution.

I have a few announcements to make. These relate to changes to the National Executive of government, the Commission of Inquiry into the Strategic Defence Procurement Packages and the matter relating to the National Police Commissioner.

I have decided to make the following changes to the National Executive.

Government rejects suggestions that renovations to official residences and offices of the President of the Republic of South Africa are an extravagance or that they compromise social delivery.

Government is clear about the priorities facing the nation and invests appropriately in these priorities – with public works (the basis of a major job-creation drive), health and education together accounting for 70 percent of the national Budget.
