Cabinet today hosted the Auditor-General and Deputy Auditor-General, as part of the annual consultations between the AG’s Office and the Cabinet. These consultations form part of the interaction between the AG’s Office and all their clients and other stakeholders.

At its meeting today, Cabinet considered details of budgetary matters with regard to the 2001/2003 Medium-term Expenditure Framework. In addition to the matters that were announced by the Minister of Finance in Parliament a week ago, Cabinet also decided on mechanisms to finalise both the conceptualisation of, and allocations for, the reparations process as prescribed in the TRC Act.

Cabinet today received a briefing on the detection of foot-and-mouth infections among stock within the 10-kilometer radius of the Camperdown area where incidence of the disease was originally established. The health authorities are doing their utmost to ensure that the disease is contained and eliminated. In this process they have secured the co-operation of the communities in the villages affected.

At its meeting today, Cabinet reviewed the new Cabinet system which was introduced some 9 months ago to ensure integrated planning and implementation of government programmes. The meeting concluded that the system had started to introduce welcome co-operation among structures of government. However, improvements still need to be made regarding processes such as integration in the conceptualisation of policy issues, and ensuring that personnel at all levels of government appreciate this new approach.

Cabinet today received a briefing on the measures adopted by the country’s health authorities to deal with the outbreak of foot-and-mouth disease in the district of Camperdown in KwaZulu/Natal.

Cabinet was today briefed on the process towards the finalisation of the 2001/02 budget and for the rest of the Medium-term Expenditure Framework (MTEF) period. The discussion will inform the presentation by the Minister of Finance to parliament in its next session. Provincial Premiers and MEC’s of Finance attended part of the Cabinet discussion on these issues.

At its meeting today, Cabinet noted developments in Zimbabwe with regard to the land reform programme; and it reiterated the commitment of the South African government to continue dialogue with the Zimbabwean government in pursuit of economic recovery and social stability.

At its meeting today, Cabinet agreed in principle to terminate the practice of discretionary deductions from salaries of public servants. This is to bring the practice in the public service in line with the national norm, to eliminate the consequences of deductions in favour of multiple creditors and reduce the administrative burden on the state. This does not affect court orders and bona fide contractual obligations.

In its progress report to Cabinet today, the Flood Relief Command Centre indicated that prioritisation of the process on the basis of R300m allocated has been completed and work had started in a number of areas. This includes a special project for the reconstruction of the infrastructure in and around the Kruger National Park, including the Park fence. Cabinet noted that an additional R226m was available for immediate commitment in this regard.
