Government encourages all Angolans who sought refuge in South Africa as a result of the civil war in Angola, which ended in April 2002, to voluntarily avail themselves for repatriation.
South Africa recognises Angola as a democratic State that has made significant transitions since the end of the civil war.
Cabinet has declared that 31 August 2013 be set aside as the cessation date in South Africa for the affected Angolan refugees.
The repatriation is in line with the cessation declared by the United Nations High Commissioner for Refugees, and supports the efforts to enhance regional integration.
Acting CEO Phumla Williams said, “This should be a proud moment for Angolans, who will be able to safely return to and reintegrate into their country of origin. Government recognises the fundamental changes that have taken place in Angola and refugees would be able to reclaim citizenship of their country.”
Against the backdrop of the 1951 UN Convention relating to the Status of Refugees, the 1967 Protocol relating to the Status of Refugees and the 1969 Organisation of African Unity (OAU) Convention Governing the Specific Aspects of Refugee Problems in Africa: the Acting CEO also highlighted that: “a person ceases to be a refugee if he/she can no longer continue to refuse the protection of the country of his or her nationality, because the circumstances that recognised such a person as a refugee no longer exist.”
Ms Williams urged communities to be alert to the upcoming campaign by the Department of Home Affairs, which aims to provide information on the process of implementation for the Angolan cessation.

Cessação do Estatuto de Refugiado para Refugiados Angolanos
O Gabinete encoraja todos os angolanos que procuraram refúgio na África do Sul em resultado da guerra civil em Angola, que terminou em 2002, a voluntariamente se apresentarem para repatriação.
A África do Sul reconhece Angola como um estado democrático que deu significativos passos num processo de transição desde o fim da guerra civil.
O Gabinete declarou a data de 31 de Agosto de 2013 como a data da cessação na África do Sul para todos os refugiados angolanos afetados.
A repatriação está em linha com a cessação declarada pela Alta Comissão das Nações Unidas para os Refugiados, e defende os esforços que visam alargar a integração regional.
Phumla Williams, a Diretora Geral em exercício, afirmou: “Este deve ser um momento de orgulho para os angolanos, que vão poder regressar sem riscos para se reintegrarem no seu país de origem. O governo reconhece as mudanças fundamentais que tiveram lugar em Angola e, como tal, os refugiados vão poder reclamar a cidadania do seu país.”
No contexto da Convenção das Nações Unidas de 1951 relevante ao Estatuto de Refugiados, o Protocolo de 1967 concernente ao Estatuto de Refugiados e a Convenção da Organização de Unidade Africana (OUA) de 1969 que governa Aspetos Específicos dos Problemas dos Refugiados em África, a Diretora Geral em exercício afirmou também que “uma pessoa deixa de ser refugiada se deixar de poder continuar a recusar a proteção do país da sua nacionalidade, visto as circunstâncias que reconheciam essa pessoa como refugiada terem deixado de existir.”
Phumla Williams apela às comunidades para estarem alerta para a campanha vindoura do Departamento do Interior, cujo objetivo é o de providenciar informação a respeito do processo para a implementação da cessação do estatuto de refugiados para angolanos.
