Director-General

Mr Sibusiso Xaba

Mr Sibusiso Xaba was appointed as Director-General in the Department of Arts and Culture in May 2011. He holds a degree in town and regional planning and has also completed public policy, development management, and executive management development programmes.

Mr Xaba was head of the Gauteng Planning Commission in the Office of the Premier and has also served as Head of the Department for Economic Development.

He is a former Deputy Director-General for Economic and Development Planning at the Department of Finance and Economic Affairs.

Prior to this role, Mr Xaba served as chief director: Development Planning, as executive director: Urban Sector Network, as director: Land Development; and deputy director responsible for land development facilitation at the Department of Land Affairs.

Chief Financial Officer

Ms Monica Newton

Ms Monica Newton was appointed deputy director-general: Arts and Culture Promotion and Development in February 2013. She has worked with national, provincial and local government and related government agencies since 1997, first as a full-time employee and later as a consultant in her own business.

Prior to this, she was the CEO of the National Art Council, a statutory body reporting to the Department of Arts and Culture and established to support and develop the arts in South Africa. As CEO of the organisation she fulfilled the role of accounting officer and took responsibility for the corporate governance, finances and performance of the organisation.

Ms Newton holds a Bachelor of Arts degree in Industrial Sociology, Bachelor of Arts Honours in Industrial Sociology, a Masters in Industrial Sociology from the University of the Witwatersrand and a certificate in Guest House Management from the University of Cape Town.

Deputy Director-General

Mr Gerald Vusithemba Ndima

Mr Gerald Vusithemba Ndima was appointed deputy director-general: heritage promotion and preservation in January 2013. He holds a Bachelor of Arts Degree (Cum Laude), Bachelor of Arts Honours in History from the University of South Africa and a Masters in History from the University of the Witwatersrand. He is reading for a PhD in Heritage and Historical Studies through the University of the Witwatersrand.

Mr Ndima has been with the Department of Arts and Culture since 1997, first as a deputy director for cultural tourism development, then director: heritage for a year and then chief director: heritage for eleven years before becoming a deputy director-general in 2013.

As head of heritage promotion and preservation Ndima is responsible for the overall strategic management and coordination of the development and implementation of cultural heritage and archival policy, legislation and strategic programmes that result in socio-economic development and strategic programmes that result in socio-economic development and inclusion.
