The purpose of this Chief Directorate is to:

  • identify training and development needs of government communicators based on the national communication strategy, government policies and overall government communication objectives
  • develop internal capacity as well as employee wellness, gender mainstreaming, disability management and youth programmes.

The Directorate: Human Resource Development (HRD) and Employee Health & Wellness falls under the chief directorate.

Human Resource Development (HRD) Directorate is responsible for the development of human capital, employee wellness, gender mainstreaming disability management and youth programmes.

HRD comprises the following sub-programmes:

The key functions of the Sub-directorate include:

  • coordinating and implementing of learning programmes, e.g. learnerships, internship, bursaries, skills programme (short courses) and management development programmes
  • coordinating of the implementation of the Public Service Induction Programme (PSI) and the GCIS induction to newly appointed staff members 
  • compiling and implementing workplace skills plan and, HRD implementation plan
  • developing and implementing employee welness programme (EWP) policies
  • coordinating the provision of access to counselling/referrals for GCIS employees and immediate family members
  • providing strategic support to managers on employee wellness matters.
