The purpose of the Chief Directorate is to provide a professional project management service to enhance performance in the delivery of the GCIS' mandate, and to coordinate and implement effective strategic planning and performance monitoring, in line with relevant legislation.
The Chief Directorate is responsible for the disciplined implementation of project management, and the coordination of services to cross-cutting projects driven by GCIS, and on behalf of other departments. It serves as a professional delivery mechanism for meeting government communication needs, through mobilising GCIS expertise and setting up project teams to execute them.
The Chief Directorate is also responsible for co-ordinating the development and implementation of effective strategic and business planning; performance monitoring & evaluation; and reporting processing in GCIS, in line with relevant legislation.
The Chief Directorate’s responsibilities and functions include:
- development and implementation of best practice project management systems and processes to enhance GCIS organisational performance
- facilitating and coordinating the development of GCIS strategic, annual performance and operational plans
- development of risk management strategy and plans
- managing the organisation’s performance
- providing MANCO and EXCO with an analysis of organisational performance per quarter and making recommendations for corrective measures, where necessary
- member of the MANCO, chaired by the Chief Executive Officer (CEO)
- providing strategic leadership to the Chief Directorate
- providing project management consultancy within the organisation
- strengthening project management culture in GCIS as an organisational performance enhancer
- providing leadership and guidance to the development, implementation and monitoring of the Government Communication Programme (GCP) portfolio of projects
- providing strategic leadership in the delivery of GCIS projects emanating from the GCIS annual performance plan.

The purpose of the Directorate is to implement effective strategic planning and organisational performance monitoring and reporting processes, in line with relevant legislations. It facilitates the development of the strategic, business and operational plans, monthly, quarterly and annual reports.
The functions of the Directorate Strategic Planning, Performance Monitoring and Reporting include:
- facilitating and coordinating the development of GCIS Strategic Plans and Annual Performance Plans in line with the relevant legislation
- facilitating the development of branch and chief directorate’s Annual Performance Plans and Operational plans in line with the relevant legislation
- compiling monthly and quarterly programme performance reports for submission to Executive Management Committee(EXCO), Management Committee(MANCO), and Executive Authority
- managing the development of the annual reports for timeous submission to Parliament
- managing and enhancing the Departmental Performance Monitoring and Evaluation system
- ensuring alignment to the planning, budgeting and reporting cycles for GCIS.

The Project Management Office is entrusted with ensuring the efficiency of the delivery mechanisms of the GCIS portfolio of projects, through the provision of professional project management and coordination services to ensure on time and on budget project delivery.
The functions of Project Management Office include:
- developing and implementing project management systems and processes to enhance GCIS organisational performance
- assisting line function management identify project leaders and resources required for projects
- overseeing the implementation of project management functions in GCIS, as developer and repository of the standards, processes, and methodologies that improve individual project performance
- facilitating the GCIS’s ability to manage its entire collection of projects as one or more inter-related portfolios, and serving as a single source of information on project activity across the enterprise
- developing and managing systems and processes to link executive visions and the work of the enterprise
- managing the GCIS’s collection of cross-cutting projects as one or more inter-related portfolios, and serving as the source of all project activity and data
- facilitating governance of, best practices for and adherence to, project control and quality standards
- tracking project execution, issues and risks to ensure on-time and on-budget project delivery.
