Policy and Media Analysis and Research contributes to the development of policy in the fields of media, communication and information and to the monitoring of government policy in general from a communication perspective. It is also responsible for communication research.
The Chief Director's responsibilities and functions include:
- member of the GCIS Secretariat, a strategising body chaired by the CEO
- managing the sections in the Chief Directorate
- overall budget and personnel in the Chief Directorate
- acting as a programme manager for the Programme: P&R
- providing strategic direction to the Chief Directorate
- heads GCIS' energy project and the campaign on a more Inclusive Economy

The functions of Inclusive Economy Communication are:
- To profile all economic opportunities made available by government
- Manage and coordinate communication campaigns which are popularizing where and how to access existing economic opportunities created by government
- Managing stakeholders relations of institutions involved in Second Economy initiatives which include national departments and other state organs
- Develop a repository of information of Second Economy programmes in both the public and the private sector
- Coordination of content on second economy initiatives and profiling programme's beneficiaries

The Policy and Media Analysis monitors and analyses the communication environment within which government operates and focuses on government’s Programme of Action (PoA). The Directorate also monitors and analyses policies receiving media coverage. It keeps GCIS informed of the environment within which government is communicating by keeping abreast of developments that impact on the media agenda.
The functions of Policy and Media Analysis are:
- contributing, on an ongoing basis, to a number of campaign strategy documents, through
direct involvement with the following clusters:
- Infrastructure Development Cluster
- Economic Sectors and Employment Cluster
- Human Development Cluster
- Social Protection and Community Development Cluster
- International Cooperation, Trade and Security Cluster
- Governance and Administration Cluster
- Justice, Crime Prevention and Security Cluster
- taking a lead role in the mass communication campaign on economic opportunities, which is a Second Economy intervention aimed at publicising economic opportunities available in government
- compiling regular communication environment reports
- ongoing analysis of the media and policy environments
- keeping GCIS informed from a communication perspective on the implementation of government's PoA
- providing strategic and administrative support to the Media Development and Diversity Agency

- ongoing research to assess the communication environment, both in general and for specific communication campaigns/projects
- research to assess the impact of communication efforts
- ongoing research to ascertain communication and information needs
- enhancing access to communication research (distribution of research results, promoting buy-in into GCIS tracking research and syndicated projects conducted by private research houses)
- providing research advice to internal and external government clients.
