Human Resources aims to provide strategic leadership in the implementation of the human resource management strategy of the department.
The Chief Director's responsibilities and functions include:
- being a member of the GCIS Management Committee (MANCO), a strategising body chaired by the Chief Executive Officer (CEO)
- overseeing the implementation of the human resource strategy
- managing human resource, performance management and labour relations issues for the department
- managing internal communications for GCIS
- managing the Employee Health and Wellness Programme (EHWP)
- managing human resource development issues
- managing the overall budget and personnel in the Chief Directorate
- acting as a programme manager for the Programme: Human Resources.

The aim of HRM is to facilitate the achievement of the organisational goals by providing effective human resource strategies and administration, labour relations and internal communication.
The Public Service Regulations [PDF] 665 kb allow for a great deal of decentralisation and flexibility, and place the onus on departments to develop and implement their own departmental policies derived from the national framework. This directorate develops and manages these policies.

Much emphasis is placed on ensuring dynamic communication within GCIS. The Internal Communication unit is responsible for the establishment, coordination and maintenance of communication platforms and mediums aimed at improving the flow of information within the GCIS. The section is responsible for establishing a communication-orientated culture within GCIS.
Activities include:
- producing the GCIS internal newsletter
- facilitating interactive communication platforms aimed at ensuring effective internal communication in GCIS
- facilitating processes and mediums seeking at providing report back to staff
- conducting orientation programmes and exit interviews
- organising social events and the celebration of National Days
- coordinating issues relating to the Promotion of Access to Information Act
- maintaining the GCIS intranet
- maintaining the Government Internal Communicators website.

The functions of the unit are:
- providing support to GCIS in terms of human resource management services
- supporting the recruitment and selection of staff in the organisation
- effecting the appointment of staff
- handling human resource maintenance practices, i.e. promotions, transfers, secondments and other rewards
- handling conditions of service for employees in the organisation, e.g. leave, housing allowances, medical aid, injury on duty and overtime
- developing and maintaining human resource management policies and stratgies
- monitoring and facilitating performance management
- developing, implementing and maintaining the organisation's Human Resource and Employment Equity Plans
- overseeing the implementation of the Public Service Regulations [PDF] .

The functions of the unit are:
- coordinating the Departmental Bargaining Chamber to ensure labour peace and prevent labour disputes
- investigating and handling misconduct cases
- handling grievances and acting as a facilitator in the event of grievances that could not be resolved at directorate level
- promoting sound labour relations within the organisation
- representing the organisation in dispute resolution processes
- educating and creating awareness on key labour relations issues.

Human Resource Development and Employee Health and Wellness (HRD) Directorate is responsible for the development of human capital, employee wellness and gender mainstreaming.
HRD comprises the following sub-programmes:
Sub-directorate: Human Resource Development
The key functions of Human Resource Development is to coordinate and implement skills development interventions to ensure an integrated approach to HRD within the organisation, through:
- coordinating and implementing learning programmes, e.g. learnerships, internship, bursaries, skills programme (short courses) and management development programmes.
- coordinating the implementation of Public Service Induction Programme (PSI) and the GCIS induction to newly appointed staff members
- submitting workplace skills plan, HRD implementation plan, annual training reports and quarterly monitoring reports to the relevant sector education and training authority (SETA)
- implementing gender mainstreaming interventions and submitting reports to the Department of Public Service and Administration.

Sub-directorate: Employee Health and Wellness Programme (EHWP)
The key functions of EHWP are:
- taking care of employees’ well-being through Employee Health and Wellness Programme (EHWP), including Employees with Disabilities (EWDs)
- developing and implementing EHWP policies
- coordinating the provision of access to counselling/referrals for GCIS employees and immediate family members
- providing strategic support to managers on employee wellness matters
- taking care of the needs of employees with disabilities through the handbook on reasonable accommodation
- forming strategic partnerships with health professionals to keep up to date with issues related to employee health and wellness.
