The Chief Directorate contributes to the development of policy in the fields of media, communication and information and to the monitoring of government policy in general from a communication perspective. It is also responsible for communication research.

The Chief Director's responsibilities and functions include:

  • member of the GCIS Secretariat, a strategising body chaired by the CEO
  • managing the sections in the Chief Directorate
  • overall budget and personnel in the Chief Directorate
  • acting as a programme manager for the Programme: P&R
  • providing strategic direction to the Chief Directorate.
  • heads the National Imbizo Core team

The Directorate monitors and analyses the communication environment within which government operates and focuses on government’s Programme of Action (PoA). The Directorate also monitors the development of policy within the Southern African Development Community (SADC) region. It keeps GCIS informed of the environment within which GCIS is communicating by keeping abreast of developments that impact on the media agenda.

Functions of the Directorate are:

  • contributing, on an ongoing basis, to a number of campaign strategy documents, through
    • direct involvement with the following clusters:
      • International Relations, Peace-keeping and Security cluster
      • Governance and Administration cluster
      • Social Sector cluster
      • Justice, Crime Prevention and Security cluster
      • Economic, Employment and Investment cluster
    • participating in Imbizo research
    • taking a lead role in the mass communication campaign on economic opportunities, which is a Second Economy intervention aimed at publicising government's economic opportunities programmes
    • facilitating a partnership of communicators from all sectors to leverage the opportunities that democracy continues to bring
  • liaising with the Communication Resource Centre on media monitoring and analysis
  • compiling regular communication environment reports
  • ongoing analysis of the media and policy environments
  • liaising with the Policy Co-ordination and Advisory Services unit in The Presidency, departments and stakeholders
  • keeping GCIS informed from a communication perspective on the implementation of government's PoA
  • providing strategic and administrative assistance to the Media Development and Diversity Agency
  • contributing to government's participation in the SADC information sector.

The Directorate is responsible for:

  • ongoing research to assess the communication environment, both in general and for specific communication campaigns/projects
  • research to assess the impact of communication efforts
  • ongoing research to ascertain communication and information needs
  • enhancing access to communication research (distribution of research results, promoting buy-in into GCIS tracking research and syndicated projects conducted by private research houses)
  • providing research advice to internal and external government clients.
