The Chief Director aims to provide an efficient and effective support service to GCIS.
The Chief Director's responsibilities and functions include:
- member of the GCIS Secretariat, a strategising body chaired by the Chief Executive Officer (CEO)
- overseeing human resource management and labour relations
- managing the recruitment and selection process
- managing human resource maintenance practices, i.e. promotions, transfers, secondments and incentives
- managing internal communications
- managing the Employee Health and Wellness Programme (EHWP)
- managing the Information Centre
- managing Legal Services
- management of overall budget and personnel in the Chief Directorate
- acting as a programme manager for the Programme: Corporate Services
- providing strategic direction to the Chief Directorate.

The aim of the
Directorate is to provide a support service to the organisation
in human resource management, labour relations and internal communication.
The Information Centre is also part of this Directorate.
The Public Service Regulations PDF (outside link) allow for a great deal of decentralisation
and flexibility, and place the onus on departments to develop and
implement their own departmental policies derived from the national
framework. This Directorate develops and manages these policies.
The Directorate
comprises the following sub-programmes:
Subdirectorate: Internal Communication
Deputy Director:
Phillimon Kgomo Much emphasis is placed on ensuring dynamic communication within GCIS. The Internal Communication unit is responsible for establishing a communication-orientated culture in GCIS.
Activities include:
- arranging roadshows for the CEO to visit all sections of the organisation
- arranging quarterly staff meetings addressed by the CEO or Deputy CEOs (DCEOs)
- arranging bi-annual sessions for the DCEO: Centralised Services to meet with staff
- arranging monthly cake and tea sessions for all staff
- arranging special events e.g. Freedom Day, Youth Day, Heritage Day and 16 Days Activism
- producing a monthly departmental newsletter, Let's Talk
- maintaining the GCIS Intranet site
- coordination of issues relating to the Promotion of Access to Information Act
- updating of the GCIS Manual in terms of the Promotion to Access to Information Act.
Database of Internal Communicators in government:
The Internal Communication subdirectorate is responsible for the updating and maintenance of a central database for Internal Communicators, and distributes information related to government programmes regularly to internal communicators.

The functions of the Subdirectorate are:
- providing
support to GCIS in terms of human resource management services
- supporting
the recruitment and selection of staff in the organisation
- effecting
the appointment of staff
- handling
human resource maintenance practices, i.e. promotions, transfers,
secondments and other rewards
- handling
conditions of service for employees in the organisation, e.g.
leave, housing allowances, medical aid, injury on duty and overtime
- acting as
a facilitator in the event of grievances that could not be resolved
at Directorate level
- dealing with
the formal disciplinary procedure
- promoting
sound labour relations within the organisation
- developing
and maintaining human resource management policies
- monitoring
and facilitating performance management
- overseeing
the implementation of the Public

The functions of the Subdirectorate are:
- Disseminates information, handles enquiries and manages a current awareness service
- Acquires/collects/accesses information and information resources
- Provides a central point in government where government-related information can be obtained on request (either directly or on referral to service-providers)
- Provides support to Government Information Centres and GCIS Information Resource Centres through the provision of information, services and value-added information products
- Identifies, selects, acquires and provides information according to users' needs
- Manages the departmental library service
- Organises, catalogues and stores all acquired government-related information as well as information products produced by GCIS, to make it accessible for retrieval and dissemination.

The functions of the Directorate are:
- To provide strategic management and leadership to the Directorate: HRD through:
- Human Resource Development of GCIS and training services staff
- Employee Health and Wellness Programmes (EHWP)
- Coordinating the training of government communication officers at national, provincial and local levels on communication-related training.
- To participate in the Indibano and other strategic meetings of the organisation and government in general, including service providers
- To develop the section's related policies and oversee their implementation.

External Training
The key functions
of the external training subprogramme are:
- To advise and/or coordinate Government departments on training and development needs of government communicators at national, provincial and local levels, and state-owned enterprises, on communications-related training
- To coordinate the Academy of Communication, which is responsible for the training of government communicators through a programme initiated by GCIS called Professional Certificate in Government Communication and Marketing (PCGCM) run by Wits P&DM
- To market the program to government departments and state-owned enterprises
- To facilitate recruitment and selection for the PCGCM course.

Internal Training
Key function
of the internal training subprogramme:
To coordinate training and development activities to ensure an integrated approach to HRD within the organization, through:
- Development and implementation of training and development policies
- Workplace Skills Planning (WSP)
- Provision of bursaries in the organization
- Learnership programmes
- Internship programmes
- Induction / orientation programmes
- ABET programmes.

Employee Health and Wellness Programme (EHWP)
Key functions
of the EHWP subprogramme are to:
- Take care of employees’ wellbeing through Employee Health and Wellness Programme (EHWP), including Employees with Disabilities (EWDs)
- Develop EHWP policy and procedures
- Develop EHWP (HIV and AIDS inclusive) Action Plan
- Provide counselling and support to employees in need and their families
- Provide strategic support to managers on employee wellness matters
- Take care of the needs of employees with disabilities
- Form strategic partnerships with health professionals to keep up to date with issues related to employee health and wellness.

Legal Services is responsible for providing a comprehensive, professional and interdepartmental legal advisory service to all line-function components in GCIS.
Activities include:
- editing draft Bills in the Public Service and those relevant to GCIS
- ensuring compliance with the Constitution of the Republic of South Africa, 1996 and other empowering legislation
- rendering legal opinion and advice to the organisation
- rafting and editing international memoranda of understanding
- assisting in drafting and managing implementation protocols.
